Personality Profile of Dr Mustapha Mohammed Jibril: A Selfless, Devoted and Charismatic Leader


Dr Mustapha Mohammed Jibril is a politician and public health physician with more than 17 years of progressive experience in Nigeria’s public health and political sectors. An outstanding young leader, he is gifted with good managerial skills having had the opportunity to deal directly with national and international organizations, grassroots' politicians and members of various civil society organizations. 

Quiet in nature, he is a man full of wisdom and confidence in dealing with challenges. He is also articulate, proactive, and a dependable team player with high personal integrity and moral conduct. He possesses the technical know-how and passion for improving access to health services for all.

Born on 2nd February, 1975, he hails from Chanchaga Local Government area of Niger State and became successful due to his educational strides both in Nigeria and abroad as a Medical Doctor. His educational success has earned him so many achievements that cannot be over-emphasized. 


In politics, he was one-time Commissioner for Health and later Commissioner for Investment, Commerce and Industry. He also served as Senior Special Assistant (SSA) to the Governor of Niger State. He was a grassroots leader, who championed youths' movements for political rallies.

He began his early education at Zarumai Primary School, Minna, Niger State where he obtained his First Primary School Leaving Certificate in 1980 to 1986. He obtained his Senior Secondary School Certificate (SSCE) from Federal Government College, Minna in 1992.

He went to University of Lagos in 1999 where he obtained Certificate in Computer Application and as a young man who was interested following his father's footsteps and legacy as a Doctor, Dr Jibril attended the famous Ahmadu Bello University, Zaria and graduated with a Bachelor of Medicine, Bachelor of Surgery (MBBS) in 2003.

In 2008, at the same University; Ahmadu Bello University Zaria, he obtained his Masters in International Affairs and Diplomacy (MIAD) before he proceeded to University of Leeds, United Kingdom, where he obtained another Masters of Public Health (MPH) in 2010.

He didn't stop there as Dr Jibril's thirst for knowledge and self improvement was something else. Not one to compromise, he decided to keep climbing that ladder towards greatness when he left Nigeria for Harvard School of Public Health, Boston, United States of America where he attended various professional development courses, including one on Healthcare quality Improvements.
                                                     
Dr Jibril is also a Fellow of the prestigious African Institute of Public Health Professionals.
                                       
Work Experience 》》
●Commissioner Niger State Ministry of Investment, Commerce and Industry, Minna (2019 to 2022). His

mandate was to fast-track diversification of the economic resource base of the state through the promotion of trade and investment, with emphasis on increased production of export commodities. 

●Commissioner Niger State Ministry of Health, Minna(2015 to 2019) Together with a team of senior management staff, he provided leadership and oversights of:

o   Hospitals and health institutions in the state;

o   Health training institutions in the state;

o   Public health surveillance and disease control;

o   Preventive and promotive health services;

o   Design and delivery of an integrated and cost effective health service;

o   Mental health and rehabilitation;

o   Licensing and control of private health institutions;

o   Provision of financial risk protection for people in need of health care;

o   Food and drug administration and control;

o   Health policy, planning and budgeting, including monitoring and evaluation




● United Nations Children Fund (UNICEF)(2015 – 2015) UNICEF State Coordinator, Niger


-  Representing UNICEF in Niger State and providing technical and programmatic assistance to health MDAs in the state.


-  Supporting the establishment of working committees to coordinate HTR activities, i.e. baseline and end line assessment, training, communications, monitoring and data analysis.


-   Supporting micro-planning to determine target populations, health team composition and a mobile outreach schedule.


-   Providing technical assistance, regular supervision and monitoring.


-   Select, constitute and train mobile outreach teams, including special trainings for Voluntary Community Mobilisers (VCMs) for selected hard-to-reach settlements.


-   Supporting weekly commodity tracking and quarterly reviews.


-   Integrating data and reporting into LGA, state and polio reporting systems.


-        Preparing and producing protocols, training materials, job aids, and health education materials.


-        Conducting community engagement activities


-        Supporting the conduct of quarterly integrated mobile outreach to each Hard to Reach (HTR) settlement.


-        Documenting and promoting project performance, challenges, lessons learnt and costing to national, state and LGA government and partner stakeholders.




● National Primary Health-Care Development Agency, Abuja: 2012 – 2014  Project Manager, Global Fund Health System Strengthening (HSS) Grant.


-        Provided overall guidance, technical and programmatic direction for the global fund project team at the agency and in program states and LGAs.


-        Provided technical support to NPHCDA in rolling out integrated service delivery strategies for AIDS, TB and Malaria nationally.


-        Provided quality assurance of state and LGA level implementation and ensured prompt delivery of outputs and reports.


-        Supported the program team to develop and implement program strategies, subproject documents, work plans and budgets as well as monitor progress of project activities.


-        Ensured all thematic (Programme, Finance and M&E) reports are submitted within required timelines and are of high quality.


-        Provided technical support for clinical and institutional capacity building activities for health care workers at the national, state and local levels for improved delivery of HIV/AIDs; TB and malaria services.


-        Supported the implementation of laboratory Quality Assurance (QA) processes for primary and secondary care facilities across program states. 


-        Supported the implementation of Integrative Supportive Supervision (ISS) of PHCs.


-        Supported capacity building and implementation of Planned Preventive Maintenance of Primary Health Care (PHC) facilities.


-        Supported the development and distribution of curriculum on integrated service delivery for AIDS, TB and Malaria and Planned Preventive Maintenance of PHCs.




● Niger State Government Minna, Nigeria (2010- 2012)  Director General, Volunteer Services and Diaspora Relations.


-        Led advocacy to and mobilization of diverse stakeholders including volunteer service organizations (VSOs) to promote social inclusion and community participation in development activities.


-        Initiated partnerships with local and international VSOs to promote a culture of volunteerism among the people of Niger state.


-        Organized and coordinated self-help community projects to positively impact on the overall development of the state.


-        Mobilized Niger State indigenes in the Diaspora to utilize the state’s promising investment climate in health, commerce and agriculture for improved social development.

 

-        Organized advocacy, grassroots mobilization, development and implementation of advertising, sensitization and mobilization campaign strategies through multiple communications mediums such as electronic and prints, use of social media, one on one interactions, group campaign tours and talks. 




● Niger State Government Minna, Nigeria (2008 –2010)          Senior Special Assistant to the Governor on International Affairs


-        Advised the Executive Governor on public health, political and economic matters with international bearing.


-        Support the Director General International Affairs to develop and implement strategies to initiate and improve relationship between Niger state government and international partners.  


-        Developed and implemented  innovative strategies for mobilizing donor resources for the development of Niger State.


-        Developed and implemented initiatives to market the state to the international community with a view to attracting foreign direct investment.


-        Initiated human capital development opportunities for Niger State indigenes through foreign academic placements and scholarship grants.

 

 


● Federal Ministry of Health, Nigeria (2006 –2008) National Coordinator, Schistosomiasis and Soil Transmitted Helminths Control Program.


-        Supported the development of national policies and guidelines related to deworming program for children and neglected tropical diseases.


-        Participated in conducting national prevalence surveys and mapping of diseases.


-        Developed proposals, budgets and coordinated implementation of activities aimed at controlling Schistosomiasis and soil transmitted helminths across Nigeria, targeting school age children.


-        Provided technical guidance towards the development of training manuals and IEC materials related to neglected tropical diseases  for country wide application.


-        Conducted training of health practitioners and community workers to identify and effectively manage patients with schistosomiasis and soil transmitted helminths.


-        Provided technical support in monitoring and evaluation of national projects 

National Assembly Clinic, Abuja: 2005 –2006   Medical Officer (National Service).


-        Provided clinical care for infectious diseases like malaria and HIV/AIDS as well as maternal and childhood illnesses and chronic diseases.


-        Provided health education and counseling to patients and their relations, including VCT services for HIV infection.


-        Planned and coordinated laboratory referral services within the clinic and between it and other health facilities within and outside the country.


-        Provided technical and administrative leadership as well as mentoring to other members of the clinical team.

-        First on call in emergency clinical services in internal medicine, surgery, paediatrics, obstetrics and gynaecology and assisted in surgical and medical management of patients.
