My adjournment and advice to Governor Umaru Bago, regarding Attahiru Samaila Albara's article.
Governor Bago, while your administration has demonstrated progress in certain areas as highlighted in the Voice of Nigeria report and acknowledged in the article, the alarming rise in youth unemployment, drug addiction, crime, and prostitution necessitates immediate and decisive action. The article rightly points out the paradox of significant budgetary allocations alongside persistent socio-economic challenges. Your "New Niger Agenda" must address this critical issue effectively.
The article highlights the concerning silence of the governed, but this silence should not be interpreted as consent. The concerns raised are legitimate and demand a bold response. The current situation where Special Assistants (SAs), Senior Special Assistants (SSAs), and Coordinators receive payments without clear portfolios or demonstrable output is unsustainable and morally questionable.
Recommendation: I strongly advise you to redirect the monthly payments allocated to these individuals without clear responsibilities towards youth empowerment programs. This money, currently seemingly wasted, could be instrumental in addressing the root causes of the rising crime and social problems plaguing Niger State.
Specifically, on youths I propose:
1. Establish or significantly expand vocational training centers: Equip these centers with resources and skilled instructors to offer practical training in various trades and skills relevant to the Niger State economy. This should include initiatives addressing the digital skills gap.
2. Target vulnerable youths: Actively engage with at-risk youth currently involved in drug abuse, crime, or prostitution. Offer them opportunities for rehabilitation, vocational training, and reintegration into society. This requires a multi-pronged approach involving law enforcement, social workers, and community leaders.
3. Implement a rigorous monitoring and evaluation system: Ensure that funds allocated to these programs are used transparently and effectively. Regular assessments should track the progress of participants and the overall impact of the initiatives. This will demonstrate accountability and build public trust.
4. Promote entrepreneurship: Invest in programs that support young entrepreneurs, providing them with business skills, seed capital, and mentorship.
5. Transparency and Accountability: Publicly communicate your plan and progress regularly. Engage with civil society organizations and community leaders to ensure transparency and accountability.
The current system of providing "free money" without accountability is clearly failing. It does not address the underlying issues and may even exacerbate existing problems. By channeling resources towards effective youth empowerment programs, you can transform the narrative from one of hopelessness and despair to one of hope and opportunity. This will contribute to long-term sustainable development for Niger State and leave a lasting positive legacy.
This shift in approach will not only tackle the immediate social challenges but also lay a foundation for a more prosperous and secure future for the youth of Niger State. Ignoring this urgent need would be a disservice to the people you have been elected to serve.
